- The Department of City Planning in conjunction with the Department of Public Works and Engineering and Construction is responsible for all preliminary planning for initiating the Residential Permit Parking Program in a neighborhood. A neighborhood group can petition for a Residential Permit Parking designation. The Department of City Planning is responsible for conducting and analyzing all neighborhood parking surveys for those neighborhoods, which want to be designated as a Residential Permit Parking area. The product of these surveys is a report submitted to the City Planning commission detailing the results of the parking survey, and an analysis of whether the mandated criteria for program area designation are met.
