Yes, zoning approval is needed for all exterior construction ranging from residential decks and parking pads to new building construction, in addition to most interior work as well. However not all building permits require ZBA hearings. If a use is allowed by your zoning category you can be granted the permit at the zoning counter by right. If it is not allowed you will need to apply for a variance or an exception.
